On September 10, 2025, Ambassador Kagomiya attended the 1st General Assembly of the Association of Legislature Leadership for the Unity of the States (ALL4US), which was attended by the Presidents and Speakers, Vice Speakers, Floor Leaders, and members of the legislature of the four states, the traditional leaders of Pohnpei State, the Governor and Lieutenant Governor of Pohnpei State, along with members of the diplomatic corps present in the FSM.
 
Ambassador Kagomiya, in his remarks, stated the importance of strengthening unity and mutual understanding in the FSM where the four states have differing cultures. The Ambassador touched on the historical ties between Japan and the four states of the FSM, and stated that Japan and the FSM share common values including democracy, human rights, rule of law, peace, maritime security, and sustainable development. The Ambassador emphasized the legislatures’ essential role for democracy. Furthermore, the Ambassador mentioned Japan’s development assistance towards the four states of the FSM, including in the field of infrastructure, health, and education, along with the dispatch of over 20 JICA volunteers (JOCV), and reaffirmed Japan’s commitment to strengthening the friendship between Japan and the FSM through economic, social development, and people-to-people exchanges.
