Honorary Consul-Generals are appointed in regions where Japan's embassies and consulate offices are not present, for the protection and promotion of the rights and interests of Japan and Japanese nationals and for the interchange of culture with foreign countries. The assignments of Honorary Consul-Generals may include: 1) supporting the protection of Japanese nationals and 2) supporting cultural exchange activities hosted by the Embassy in the region.

Honorary Consul-Generals are usually citizens of the receiving country, and their status is not that of a Japanese government official, thus with limited responsibilities. Honorary Consul-Generals cannot issue passports or visas and are not authorized to notarize documents such as citizenship certificates and residence certificates.
