On September 14, 2022, the Ground Breaking Ceremony for the “Pohnpei State Emergency Operation Center (PEOC)” was held at the construction site next to the state government building of the Federated States of Micronesia (FSM) in Pohnpei, with the presence of the Hon. Michigami Hisashi, Ambassador of Japan to the Federated States of Micronesia (FSM), Mr. Jaap van Hierden, the United Nations Resident Coordinator in Micronesia, Mr. Kevin Petrini, Deputy Resident Representative, UNDP Pacific Office, among others.
The construction of the PEOC was a part of the UNDP’s “Enhancing Disaster and Climate Resilience (EDCR)” Project, under way from March 2019 to which Japan committed 7.4 million US Dollars. The EDCR Project aims to enhance disaster and climate resilience in the FSM through improved disaster preparedness and infrastructure.
In his remarks, Ambassador Michigami stated that Japan has a long history of tackling typhoons, earthquakes and tsunamis, and is actively engaged in helping the people all around the world to do as well. The PEOC we commence construction at this location today is a very important facility to contribute to the enhancement of disaster preparedness and expected to be a center to respond emergencies and disasters in the State of Pohnpei.
On behalf of the Pohnpei state, Honorable Reed B. Oliver, Governor of Pohnpei State of the FSM mentioned once the construction is completed, operation of EOC would be effective and efficient as all the people who are engaged in disaster response are able to gather one location.
In his remarks, Kevin Petrini, Deputy Resident Representative and Country Manager for the UNDP Pacific Office in the FSM, expressed his appreciation to the Government of Japan for their generous support, which enables UNDP to work with the Government of FSM on the enhancement of the country’s resilience to the impact of disasters and climate change, COVID-19 response and recovery and the Sustainable Development Goals (SGDs).
