JAPAN GRANTS ROADS AND A MOBILE CLINIC FOR KOSRAE AND CHUUK

In a ceremony held at the FSM Foreign Affairs on September 7, 2013, Japanese Government officially signed over to the states of Kosrae and Chuuk grants funded under Japan’s Grassroots Grant Aid Projects at the opportunity when Mr. Shunichi Suzuki, Parliamentary Senior Vice-Minister, visited Pohnpei officially. The amounts of the grants were for Kosrae State-$388,635 and Chuuk State- $25,470.

For a while now, some of Kosrae’s main access roads that were constructed in the 1980s have been slowly deteriorating due to age and lack of proper equipment to maintain them. The provisions of the grant would fund the clearing of 20,000 cubic yards of overburden in the area where the roads will be repaired, purchase a motor grader, and drainage to prevent flooding on the roads which are a large cause of the damage on the roads. The repair of these primary access roads will certainly have a hug positive impact on the livelihoods of the people as it will create better access to people in Kosrae.

Additionally, to support the Chuuk State Hospital’s efforts of providing health care to the citizens of Chuuk, the provided grant will purchase a Mobile Clinic Vehicle. The objective of the usage of this vehicle is to extend the needed health care to the people who are unable to come to the hospital due to the remoteness of their locations. Statistics indicate that the immunization program in Chuuk needs more coverage on child immunizations and that Non-Communicable Diseases (NCDs) are the leadings causes of death in Chuuk. The Chuuk State Government declared a state of emergency due to the high percentage of Chuukese diagnosed with NCDs. The Chuuk State Hospital is the only hospital on the main island of Weno and the provision of this mobile clinic vehicle will prove a great asset.

After Senior Vice-Minister Suzuki gave his short remarks, the grants were presented by Japanese Ambassador Eiichi Suzuki to Mr. Weston Luckymis, Director of Department of Transportation and Infrastructure, Kosrae State and Mr. Resty Shotaro, Deputy Director of Department of Health Services, Chuuk State respectively. Also present at the celebrated event were Secretary Lorin Robert and high government officials from the national government.
